Challenges of Development for Enhancing Security in Southern Border Provinces

Let’s try imagining a weak person with depression and such person tends to lose willpower and physical strength to do anything in life! On the other hand, if such person has the power in his/her own mind that “I do not want to be in this situation but I want to move forward and live happily.”, his/her behavior will be changed immediately. To strengthen weak body and brighten depressed mind, we may call this phenomenon as “individual development for enhancing security.” However, this change may be gradually performed and many obstacles and challenges must be overcome to achieve demanded goal.

If we consider in the light of comparison in wider context, for example, turning any society or areas with weakness and suffering persons with suspicion and worries into society or areas with security to some extent, development for enhancing security may be applied. However, this development will be in wider context or it may be called as “Area-Based Development for Enhancing Security”

Similarity between individual and area-based development for enhancing security is obstacles, problems, and challenges to transform security level that both levels of development must encounter with. The different thing is that problems, obstacles, and challenges of area-based development may be incomparably higher. In the event that such area is complex in the light of social psychology like “southern border provinces”, problems, obstacles, and challenges will be higher than general areas.

Guidelines on Area-Based Development for Security in Southern Border Provinces

The guidelines on area-based development in southern border provinces are based on the Royal Idea on development for enhancing security or Philosophy of Sufficiency Economy and the strategy on operational guidelines, “Understanding, Accessing, Developing” as well as development guidelines as defined in 20-Year National Strategy, National Policies and Plans on National Security, and National Economic and Social Development Plan.

To drive strategies and plans as mentioned above, it is necessary to perform actions in many matters, for example, “reconciliation” of all related sectors to have the same point of view and goal on operations. This action must be based on the goal mainly whereas public must be the center with emphasis on risky areas or conditions that may lead to any problem on security. In addition, there must be evaluation and area prioritization with emphasis on human development along with area development under integration between development operations and security operations. Importantly, participation must be enhanced in all sectors.

Challenge on Area-Based Development for Building Security in Southern Border Provinces

It can be seen that actions performed under the guidelines on area-based development for enhancing security must relate to several people in all levels through various complex processes, variety of ideas, and many other things. These things cause 4 challenges on area-based development for enhancing security in risky areas of southern border provinces.

First Challenge: Integration of Operations in High Risk Areas

Although overall violence situation tends to be reduced significantly, some areas are still considered as high risk areas. Therefore, agencies with direct responsibility like Southern Border Provinces Administration Center (SBPAC) are unable to perform operations normally. On the other hand, close integration of operations with another agency, i.e., Internal Security Operations Command Region 4, must be performed in order to drive operations in these high risk areas.

Second Challenge: Building Culture on Co-Operation among Agencies

It is normal that all agencies in this world have their own background and work culture. Similarly, area-based development for enhancing security in southern border provinces also consists of many organizations with diversity on organizational culture, co-operation must require self-adjustment and co-development of organizational culture in order to enable themselves to work together creatively. Certainly, it is not easy.

Third Challenge: Building Understanding on Goals and Objectives of Policy/Plan

Since there are many plans and activities on area-based development for enhancing security in southern border provinces related to strategies and policies in various levels, related officers, especially operators, still have insufficient understanding and this level of understanding highly affects to related works.

Fourth Challenge: Integration and Consistency of Plans

Three challenges as mentioned above affect to efficiency of integration of action plans, especially action plans among agencies. Efficiency of this integration affects to effectiveness of works to some extent.

Challenges as mentioned above are not abnormal but they are general things that can occur in complex operation with a large number of people from various sectors and organization in various levels. However, those challenges lead to development and improvement in the light of efficiency and effectiveness of area-based development for enhancing security in southern border provinces continuously.

However, everything has its own dynamic therefore new challenges that will lead to new development will be occurred at any time leading to lifelong learning.
