Creation of Concrete Accurate Poverty Eradication in Southern Border Provinces

Southern Border Provinces Administration or SBPAC has the guidelines and intention to improve quality of life of local people in southern border provinces, especially urgent solution for solving problem on poverty, with emphasis on improvement of quality of life, elimination of poverty, and development in all ages in order to respond to development and improve potential of the area and enhance security by using data on poor people from TPMAP (Thai People Map and Analytic Platform) of the Ministry of the Ministry of Digital Economy and Society to drive this operation with internal unit of SBPAC and 37 co-organizations in order to create concrete accurate poverty eradication in southern border provinces.

10 Pioneer Provinces in 2020 and 10 Pioneer Provinces in 2021

The operations of SBPAC as mentioned above are linked to 4 dimensions of Research and Innovative Strategy for Area Based Development and Reduction of Inequality of Program Management Unit on Area Based Development (PMUA) including: 1) Innovations for grassroots economy and innovative communities; 2) Absolute and accurate poverty eradication; 3) Pleasant city and distribution of prosperity based on educational innovative area; and 4) National crises solving.

In fiscal year of 2020, the operations were performed in 10 pioneer provinces with poverty including Mae Hong Son, Amnat Charoen, Surin, Chainart, Yasothorn, Sisaket, Sakon Nakhon, Mukdahan, Kalasin, and Pattani. To continue operations, in fiscal year of 2021, more 10 pioneer provinces were added including Lampang, Loei, Phitsanuloke, Roi Et, Nakhon Ratchasima, Phatthalung, Ubon Ratchathani, Burirum, Yala, and Narathiwat.

For operation in 20 pioneer provinces, besides emphasizing on accurate poverty eradication, development of competence of local entrepreneurs will be also emphasized based on local resources in order to build grassroots economy and local circular economy by adding the roles of universities and higher educational institutions as the knowledge structure and manpower for developing grassroots economy and community economy in long run sustainably.

Success Can Be Caused by Cooperation

To make poverty eradication explicit and sustainable in giving concrete outcomes, SBPAC and PMUA mutually signed in Memorandum of Cooperation on Absolute and Accurate Poverty Eradication.

Co-operation between SBPAC and PMUA will be performed via the cooperative network among 37 organizations from related agencies and sectors.

In the fiscal year of 2022, SBPAC gives the budget of 200 million baht under MOU made with PMUA nd cooperation with 37 organizations to solve poverty problem absolutely in southern border provinces based on the research conducted by PMUA. Thirteen digits of ID Cards and Census Registration Number will be used for searching for poverty in all dimensions. It is expected that poverty problem will be able to be solved as planned in 2022 and violence will be able to be stopped sustainably.

Poverty eradication is one of elimination of Problem Causes

Previously, SBPAC has solved the poverty problem in the following 5 dimensions continuously:  1) health; 2) living; 3) education; 4) income; and 5) accessibility to government services. However, after establishing cooperation with PMUA and 37 organizations, SBPAC will perform such operation with more efficiency by using researches and innovations on Accurate Poor Household Inspect ion of the Ministry of Higher Education, Science, Research and Innovation, by PMUA, as the basic data for supporting the operation leading to concrete operation more rapidly.

When poverty that is considered as one of causes of problems in southern border provinces is solved under such cooperation, it will directly affect to reduction of local violence and lead to sustainable solution.
